England has 333 LPAs. Building a 333-row table requires hand-verifying each council's adopted SPD, the BCIS rebase, and the CIL charging schedule. We will not fabricate rates to chase the long-tail. The starting cohort is 10 hand-verified authorities; the next cohort is prioritised by request volume in the contact log.
