Per-obligation range
The CIL (Amendment) Regs 2019 reg 4 [CIL (Amendment) Regs 2019]formalised the per-obligation monitoring fee at a level commensurate with officer time. Across LPAs the published range is approximately £500 to £1,200 per obligation. London boroughs cluster at the upper end; non-London LPAs typically at £550 to £750.
Annual versus one-off
Where an obligation runs for a defined monitoring period (a travel plan over 5 years, an affordable-housing nomination over 10 years), the LPA may charge annually rather than as a one-off. The cumulative figure should still pass the reg 122 necessity test[CIL Regs 2010 reg 122].
Reg 122 necessity for the fee itself
The monitoring fee is itself an obligation and must pass reg 122. It must be necessary to fund the monitoring work, directly related to the scheme, and fairly and reasonably related to the scale of the obligations. A 6-obligation deed at £750 each carries a £4,500 monitoring line; a deed with 12 distinct obligations doubles that.
Typical obligation count
Estimator default: 6 obligations per deed (AH, education, open space, healthcare, transport, BNG). London borough deeds with phased AH and layered BNG plans frequently itemise 10 to 14 obligations, materially increasing the monitoring line.
