Aprao and Argus Developer are appraisal software. Lichfields is the consultancy retained either by the applicant to author the FVA or by the LPA to review it. Both seats use the same underlying RICS FVP methodology; the difference is who signs the report and who defends it at committee or at appeal.
When Lichfields is retained
Where the policy-compliant tariff is materially contested and the contribution shortfall justifies a specialist FVA, the applicant retains Lichfields (or a peer consultancy) to author the report. The LPA typically retains DSP or Three Dragons to review it.
S106 + CIL + BNG handling
Lichfields handles the three layers as cost lines in the same residual-appraisal model: S106 contributions tied to the consent triggers, CIL at the per-sqm rate, BNG at the chosen delivery route. The report exposes the RLV impact of each layer separately to support negotiation.
